Speculative floating parliament as spiral oceanic structure
Designed by Yufeng Tu, Ocean Vortex is a conjecture floating the parliament planned for 2026 YAC competition Ocean Parliament, where he was recognized as a finalist. It was created to draw attention to the vastness plastic islands of the Pacific Ocean and the urgent crisis of marine pollution, the project positions architecture as a tool for environmental awareness, public gatherings and civic dialogue. The building takes the form of a swirling vortex, shaped by the movement of waves and wind. This spiral geometry organizes both program and circulation, leading visitors inward to a central water courtyard. Separate entrances allow different groups to access the structure: visitors enter report and museum spaces dedicated to marine pollution and ocean awareness, while attendees and staff move to parliament and meeting spaces via a separate route. In this way, public education and citizen action are brought together in a continuous spatial system.

Ocean Vortex proposes a new model of water governance
Sustainability is built into both designer Yufeng Tu’s concept and construction. The floating structure is supported by a steel frame combined with recycled marine waste, specifically discarded plastic barrels and containers, which are reused as buoyancy elements. Materials that were once associated with pollution are becoming the very system that keeps the building alive. Rooftop solar panels generate renewable energy for daily operation, while the sunken spaces house hydroponics, energy conversion and desalination systems. Flexible bottom anchoring stabilizes the structure while allowing it to adapt to tides and wave motion. Instead of hiding environmental systems, Ocean Vortex makes them visible and legible in space. Recycled waste, renewable energy and public participation are integrated into an iconic floating form, proposing a new model of civil architecture in which marine protection, environmental education and governance converge on water.
